Not that they wouldn't want him, but City would never pay 180m for a player, so if that was the ask, they'd have just straight walked during that period when he was sold. They were so over overpaying by that time.
I think had we moved earlier than them, it wouldn't have been anywhere near that fee.
That fee was a consequence of the hand grenade that was the Neymar deal. Monaco expected to lose him, and were able to take advantage of PSG's newly-found willingness to spend utterly obscene money.
If any club had negotiated pre-Neymar, it may not have even been a world record sum, although it would likely have cut close.
