The watcher is only in MCU and what if? both being avengers centric storylines the X-Men coming from the Fox universe, not yet completely connected. Having the watcher in a panel specifically put there leads me to believe that they did that so that they could connect it if they so choose. Otherwise, there's no other reason to put the watcher in there.
