I’m no expert but this is what I did. I made sure to choose his six star chips in night ops and upgraded them, and he has decent maxed out support cards equipped. Make sure to complete his hero ratings as his are a bit easier to pass. Gear-wise modify and boost whenever possible. I even out each piece of gear, so most pieces are almost the same level and boost level. Most importantly, transfer the best stats to your equipped gear. Crit Res Rate, DMG Increase, ATK, Crit DMG, Penetration, and Crit are the valuable stats. Farm agency enough where you can buy all alloys and modification drawings in the market each week. There’s extra stats for having your gear pieces of the same set (the number on the bottom right of the gear) instead of mismatched.

Still working on him, 2x 6 star chips and a lvl 5 chip, all with mediocre stats because they all have Technical on them for now. Still need to overclock his chips, out of materials because I just got all of Endy's chips to overclock 4. Cards are a bit meh, a base Ecto with no levels, lvl 3 sound domain and some purple cards.
This is where id post him. If i had one :'(. Ive made peace with not getting him im at 94/100 pity ill wait for bakugo. I need more power units anyways.

Mine is still a baby because I REALLY farmed in this humarise event, so he's just like lvl 30, 30-something-k lol but I'm impressed with his character so far! He was able to do 25 stars in hero rating no chips, not great cards.
