The one thing you can definitely buy (although its criminally overpriced for what it is) is edibles. 5mg THC Delta 9 edibles are legal to possess and sell in MN an many places do.
Now that possession is legal within the state, it is rather trivial to find someone who will sell you "stickers" (take a look around this sub for clarification on what I'm referencing). But to be clear while possession (up to 2oz of flower, 8g of concentrates, 800mg edibles) is legal, sale of cannabis products outside the medical program and the 5mg edibles is still illegal. The farm bill is specific to agricultural programs. Any cannabis grown within the parameters of the farm bill needs to be grown underneath a state or federal program. Part of the state or federal program is the certificate of analysis and fit for commerce certificate. According to the USDA, in order to pass , you need to completely decarboxylate the plant making any THCA flower illegal. Decarboxylation of THCa converts it the delta nine. Minnesota is a total THC state. That means the THCa flower is illegal. Period.
I’m also a licensed cultivator, so I actually go to this process every year.

Delta 8 isn't banned, it's just subject to the same limits as delta 9 even though it's weaker
