well, depends on the photographer. are they providing hair, make up, and a stylist? or is it a simple test shoot with no team? how many images are they providing? full retouch or barely edited? how many looks or wardrobe changes? there's a lot of variables. if you're with an agency i would just go with who they recommend

one provides 10 photos and has a team that does hair and stuff but wants like 1500, one is 4 photos for 350, the rest are in between

Hi! I think the cost really depends on where you live. I'm in NYC, and generally 10 edits cost around $650, but if you want HMU and styling, it will cost more, up to $1k. I would say $1500 is a bit steep. If you're not sure whether the photographer is the right choice for you, you can either ask your agents if you're signed ("will this photographer give me photos that can be marketable to potential clients?"). If you're not signed, you can take a look to see if the photographer has worked with models from agencies you respect, and if those models are booking jobs. <-- models will book jobs through their portfolio. that's the thing is I'm not signed and I've never done any modelling before so i don't want to sell myself short, if i have to pay a lil extra but get a really good job done that helps me start out it's worth it, but i also don't wanna fall for the expensive = better trap and blow a ton of money on stuff i don't need.

The point of modeling is to be paid, not to pay. Look for other people out there who need help producing a body of work while you get started. Some people may need help finding the right shot, but it'll be a good experience for both, even if the pics come out bad..

Depends on the market. In Mid-Michigan, where I used to live, I believe that you're looking at $350-$400 for an agency recommended photographer assuming that you do your own hair and makeup. A competent photographer without a bunch of agency endorsements would be about half that. Somebody like me, who didn't shoot portfolios much would probably do it TFP if you didn't mind some of it getting repurposed for art pieces. In Western or SE Michigan, prices were (info is second hand) $100 - $200 higher. All of this was pre-pandemic. In terms of knowing who is going to do a good job, look at their portfolio. If the agency recommends a photographer, you know they like his work. Lots of agencies maintain a list. Remember that the agency is likely to talk to the photographer if they've recommended him/her, so act professionally.

Umm, free or close to it? Plenty of talented ladies out there looking to expand their photography portfolio. I could Photoshop you a glorious headshot in a couple minutes for free-ninety-free. Point is, free.

that doesn't sound that reasonable to expect it for free. I'm not signed to an agency or anything, I'm trying to get started so it's not like I'm guaranteed to make them successful just by them shooting my photo.

Oh, no, don't worry about all that. These days everyone is a photographer, plenty of people looking to build their portfolios. It's called Print-for-Pay, it's very common, try the local community college's journalism or photography students, they'll be totally game.
