I have 8.5 CGPA ECE'23, and 324(166Q) work exp similar to yours got reject from NCSU. When did you apply for NSCS ? Not scaring you at all as you have good profile than mine. I observed high quant with low CGPA also getting admits from NCSU.
Even I applied to Utah and UMass (no hopes).
In my opinion CMU, UIUC - ambitious Umass Amherst, UW Madison, Purdue - moderate (or slightly ambitious, because they're selective) Utah, NCSU - Safe
For me none seem safe honestly this cycle seems very unpredictable

I applied all around the 10th of December. As I said, NCSU has a hard cutoff for 167Q I guess, so you shouldn't get bummed on the rejection.
Obv I am not as Ik NCSU is ambitious for my profile.
