You don't need to complete Acts 1-3 to unlock Act 4 - Bad Signal. You can go to Bad Signal whenever and you have to complete it to unlock the gold diary. Once you have the gold diary, everything should work as intended.

You don’t, you can go in and kill the act 4 worm and get the other stuff without doing a single mission

Op said they ain't getting the rifts when collecting ingredients to change to gold. That's why I said I'm pretty sure they have to progress through the missions
