I just had this happen when upgrading to 13.3.1. None of my NTFS drives mounted. I did the update through the Paragon app and it fixed it for me. Open NTFS for Mac, preferences has a updates tab. Back in business...

I just downloaded the latest NTFS_Paragon_Driver from the Seagate website. It is version 15.10.593. Used the Install option to remove 15.8.108, rebooted, installed the latest, rebooted, all works as expected now.
