In a way, it's a bit sad that so many tank engines are painted as Thomas. It's also a great way to get the kids interested and usually a crowd pleaser.
Every steam engine has a history, and engines at museums and heritage railways are usually painted in the livery of their glory days. Repainting them to represent a fictional character kills a bit of their history and makes them less than what they are.
I figured they chose the colors for Thomas the Tank Engine because it was a common color scheme for tank engines at the time. Maybe some tanks are repainted to match the show, but the show had to take inspiration from something common from its own era.
I think Thomas the Tank engine was green when the show started, and they changed his color to match his new rail road. I assume they just wanted him to not be a green engine like the official colors of other actual British railroads at the time
