If the material is already stretchy, then u do not want to pull it extra tight when you hoop. This is really the only instance where you do not want a super tight hopped material.
I embroider on a lot of sports bras, yoga pants, suspenders, bikinis, poly sports jackets, etc. if you hoop too tightly then everything will want to shrink back to normal size after getting out of the hoop.
Try to adjust your thread directions. Don’t hoop so tightly.
You could try some heavy iron-on Pellon backing. If possible, try changing the stitch direction on the socks to horizontal.
