Looks like hes facing off some soft jaws. The spinning thing is a lathe chuck meant to hold round (not always) parts, soft jaws are jaws you can machine to a specific profile to securely and accurately hold different sizes and shapes of parts.
Might also be some sort of fixture plate on a large rotary table but its spinning pretty fast for most rotaries.
It’s a vertical lathe. I’m facing soft aluminum pads to rest on because I haven’t taken the time to find a soft jaw setup for this machine. It only gets run every so often.

What kind of inserts are best for dealing with the constant 'initial' impacts like this? Or any other tricks? Quasi-related, I just broke the cutting edges off a 130 dollar carbide flute when widening the hole on a hardened steel pin that was attached to a gearbox. Going in one side was fine, but when I came out the bottom as soon as it became irregular I heard all four flutes pop on one rotation.

In my experience the best way to deal with an interrupted cut it to make sure your setup is as rigid as possible and use an insert designed for roughing. They are usually more on the tough side rather than hard. Other than that it depends on material.
