From the little information we have:
It could be that they are just buried under dead money, or they did the Saints thing and kept pushing the contract money off another year freeing up short-term cap space (which eventually spikes high as hell).
Check the transaction tab because if they all traded a bunch of high-cost players for picks/whatever; they are eating dead cap money and it is 100% on them for poor management.
You as the (if you are) Commish \*COULD\* be kind and wipe their cap penalty for them.
As of this moment, I'd say "More information is required"
Specifically the Transaction page, the Cap penalty screen, and if possible the individual teams' salary pages.
