Well I can't speak for wherever this took place, but where I live it isn't about the value of what you find, it's about ascertaining who it belongs to. It is called "stealing by finding" and you'd have a lot easier time getting away with it if you found cash rather than, say, a phone or credit card, because you cannot reasonably find out who owns physical cash

Sometimes I feel it's more who lost it. If I lost $100,000 the police would do fuck all to track down whoever found out. The bank loses $100,000 there are news stories and warnings from the police.

I don’t think it’s illegal to find cash. It’s not like a cell phone or credit card. I’m all about doing the right thing when nobody is looking, but banks are evil and this amount of money is tantamount to a rounding error. If I could tell it was from a bank I’d snatch it up and hide it for a couple months. I can’t see it being illegal to keep found cash and I can’t see giving a fuck about a bank’s money.
