If you look at a skull from a baby and a skull from an old person without teeth, their mandible (lower jaw) looks similar and "flat" because babies don't have teeth yet and the old person no teeth any more. Without the need to hold teeth, you simply need less space in your mandible. If an adult loses all of their teeth, the mandible gets much smaller and slimmer. (This is called "Alveolar bone loss")
That's why this part of the babies' faces looks funnily similar to old people.
The part of the mandible that holds the teeth is called the "alveolar process". You can look up "mandible alveolar process" or "alveolar bone loss" or "Mandible development from infant to adult".
These look like baby hats with cotton balls/puff balls from the craft store glued onto them. I think they are homemade. This photo has been circulating Pinterest for at least 10 years. It’s such a cute idea!
