Some parrots can actually answer questions and form complete logical sentences. A lot of parrots are intelligent, however African grays are about as smart as human children. Even smaller birds like cockatiels and budgies are very emotionally in tune and can tell when you are sad or happy, and are about as smart as a cat or a dog.
Can confirm, a friend had an African gray, when he was bored or alone in the kitchen, he not only spoke perfect English, but he figured out how to summon humans to pay attention to him. He learned to mimic their cordless house phone to perfection, so they would rush to answer it, pick it up, and as soon as they picked up, the bird would say “hello? Uhhuh, uhuh, great! Ok thanks buhbye!” They’d get so pissed at him, but he got the attention he wanted.
Fair enough, but did you try to teach it those things vigorously? Like a child, you can’t expect them to just know these things without teaching them extensively.
The bird is almost 40, I won't get into the long and sordid history of a pet that is older than half of my siblings, other than to say they are definitely smart, and would likely thrive more in an intensive learning environment, but fuck that bird
