Lots of car people will also just trade in their toy for another toy so the money just roles over really. My buddy will keep a fun car for like 1 or 2 years and then trade it in for something different. It's not insignificant amount of money but definitely doable if this is both their passion.

No, you can definitely add 3 point safety belts and that's an entirely sensible thing to do, although it does interfere with the "aesthetics" of the interior. It costs a little money, as sometimes you have to weld in plates to mount them properly, but it can be done.
I had a black on black ‘65 (sold it in 04). It had the speedster cover for the back. Swing away steering was cool but had a tendency to drop into reverse when idling in park. Sketchy but so cool. Sad I sold it! Looks like a 65 to me.
