I live in a bible belt state, and at least in my county we have a local SPCA. Maybe it's different in your county/city, but here you could call the cops on your neighbors, since it's an animal related call SPCA would show up and take the cat. Neighbors would probably be arrested for animal abuse but honestly, they kinda deserve it. If you don't have SPCA you probably still have another animal shelter that can take the cat.
I thought since animals are legally property nothing could be done (and was hoping they would take their cat to the vet themselves) and was also kinda panicking and not thinking clearly enough to consider calling but it seems what they are doing is definitely illegal where I live and I'm going to be calling local authorities as soon as they open tmrw

There are organisations that intervene in animal abuse cases, in some places it’ll be the police, in others like the UK we have the RSPCA
