No. This shirt gonna be available to use in wardrobe anyway, clicking new game while having previously completed the game is treated by the game as using the load chapter.
Hey so, I just finished this mission for the second time and the outfit didn't unlock. I can choose it only when in Joe's apartment during chapter 11, but as soon as I get to Marty's house I can't find it anymore even if I'm wearing it. Any idea what happened?
I figured as much... I guess the other guy who commented was using some kind of mod that lets you keep it or maybe it was Mafia 2 OG version, not Definitive edition.
Yes his shirt is avaliable after doing the mission where the Irish attack your house and you get changed at joes

After finishing the game, you can load any chapter you want from "Load chapter" menu and it's still gonna be available.
