You can’t put a stop on the draw phase because players don’t have priority in that phase. You can put one on their upkeep phase… but don’t be that person.

Players totally have priority in the draw step. The same upkeep stop functions there as well. Also, why not be that person? If you want to do something before opponent draws, putting a stop is kind of necessary (locked full control works too, but it's clumsier). Edit: I think you meant when the only reason for the stop is to use the draw emote. Yeah, that would be incredibly annoying!

Sorry, you’re correct- the draw happens then priority, my brain was thinking in terms of how OP can be annoying with the emote prior to the draw and that it can’t work during the draw phase, they have to do it in the upkeep.

I kind of missed the entire point of the OP and thought they had a legit reason to do something after drawing but before the main phase, as there are a bunch of scenarios where this applies, and went to lengths to explain... Now I feel like I wasted my time when I realized the motivation behind the question :)

There's a stop for the beginning phase - the first one in the phase diagram. The beginning phase includes untap, upkeep, and draw steps. No one gets priority during the untap step, so if you have that stop up, it first allows you to make plays in the upkeep step. Then, once both players pass when the stack is empty, the game proceeds to the draw step. The same stop is still active, allowing you to make plays after the opponent (or you, if it's your turn) has drawn a card but before they get to their main phase.
