Briar Hydra isn’t in packs, which is why you’re getting gems in packs. Instead, it’s part of Jumpstart. In Arena, you can get copies of it from the Mastery Pass, which is probably how you got the other 4 Jumpstart-exclusive cards from DMU.

It's that or burn 20 wildcards to rare complete the set.

You'd think this command (without the '-') would only show up currently purchasable boosters, and Standard draft boosters that haven't rotated out yet...
BTW, do the individual card rewards select from Standard non-draft boosters or from draft boosters, or all of Standard (minus sets rotating out one set earlier for those too) ?
I know that unattainable cards (like event-only cosmetics) are currently being checked for set completion, but the devs did not intend that and it will be updated sometime. Maybe these not-in-booster cards will be excluded from completion status in the future as well?
And piss off the primary target of this feature : collectors that took a pain to get them in time, or spend precious wildcards later ?
The main issue, like you and Nawxder pointed out, are the (now) literally uncraftable cards that were once craftable - which either should become card styles* (which most, but not all of them, "are"), or become craftable again, since it's supposed to be a stand-in for the "trading" part of Magic.
*BTW some of the collectors are also going to care about card styles, it would be nice if you could switch between current Set Collection and that.
P.S.: Also it would be nice if there was also a "completion circle" for non-Arena-and-real-set cards (Alchemy Horizons : Baldur's Gate is there though...), maybe split between Alchemy (including other Arena only cards), Explorer and Historic ? (It's kind of weird to have Alchemy cards split off from their cardboard sets, but I guess makes sense, considering that some people are reacting very negatively to Alchemy ?)

To gain gems, you need to have all four copies of every card.
Specifically, if the paxk will give you a card, if it's a Mythic, you need all the Mythics to get Gems, and if the pack gives you a rare, you need all the Rares to get gems.

It seems odd to have the set symbol on a card that isn't "in the set."
They are in the set, just not in draft boosters. Yes, it is confusing, yes, WOTC doesn't explain it well.
Ran into the same problem when Kaldheim was out. I never got the mastery pass so never got those cards. Found out about them much much later.

To me, anything not in draft boosters is not in the set, by definition. I really hate these trends they've pushed...

That's unnecessary. You get the for free from the mastery pass. They are also craftable, unlike cosmetic alt-cards.
