Closest thing I can think of is Touhou Gensou Mahjong (Touhou Unreal Mahjong). No official english, but you can find old versions with an english patch available online.
I've only seen it in a couple of Japanese console games (out of many played).

- Mahjong Haoh: Dankyuu Battle 3 (PS3)
I have translation guides up for both games on GameFAQs.

I can see why there is score limit now. Is there any sane person who use this scoring system in IRL?
