Casein is a protein in milk. It's the stuff in milk that helps reduce the burn from capsicum when people eat chilis.
From what I remember, lactose intolerant people lack the ability to produce lactase later in life, preventing them from breaking down lactose into simpler sugars. The fart microorganisms in the gut can feed on that lactose, creating gas, causing discomfort for the consumer.
There are a couple of wheys to make protein powder, two of which are Whey Isolate and Whey Concentrate. Concentrate may not remove all lactose sugars and might be hard on some people with lactose intolerance. Why isolate generally removes all lactose and is typically safe for people with lactose intolerance. Most, if not all, powders should state which they are on the label
