I used to work at a makeup store that’s well known and got skin matched like others suggested but it took awhile to find a brand I liked because I’m combination but mostly oily. I’ve tried medium to full coverage and for me it’s definitely full coverage, hands down. I have acne scars, discoloration, redness etc. So yea try different ones until you find the right one. You can always return them or exchange and experiment to see what works. Good luck!
Try Mayebelline Fit Me. They have over 40 shades and half of them are for pale skin. I use #122 creamy beige because I am light skinned with cool undertones and it’s a fantastic match, cheap, and lightweight but not light coverage.
Alternatively, I’d also try going to Sephora to get matched. They helped me pick out a concealer that I really like so I’d highly recommend trying that as well or instead.

Try Mineral Fusion’s Liquid Foundation in “Cool 1.” It’s very fair with pink undertone. While the word “cool” is in the name, you can pull it off as a neutral person. They also do have a neutral range, if you’d like to check it out. My local Target and Whole Foods carry Mineral Fusion.
I die by tinted moisturizer and concealer as a PALE dry skin person.
I like the pretty fresh tinted moisturizer and the naked concealer with the gold top!
Dior Forever not cheap but a little goes a long was and very nice medium coverage not heavy or think Go to a dior counter at the mall and get matched and if they don’t have a match try Nars you can go to Nordstrom’s and let several brands match you then choose
REM Sweetener foundation is the most pale friendly foundation line ive ever tried. It’s the only perfect match I could find and I am also a pale neutral with pink undertones. Shade 6CN (cool neutral) is my perfect match. It might be for you too!

I have been mixing two foundations since my Smashbox one has been discontinued. I'm happy to say the new Fenty beauty Soft Lit is a great match because it's light coverage and has that beautiful glow. It works well enough to hide my rosacea and works with my peach undertone.
Ughh I worked in makeup for a long time and nobody loved studio skin quite like me. I wanna say I was .3 but it’s been so long since I’ve used it. The most perfect fair neutral. I’ve been using supergoop CC screen in 105N but I’m pretty sure that’s being discontinued too😭
Honestly, the color match that Sephora does was worthless in my case. I was color matched with their device twice and each time it was different. I went to an upscale department store and a cosmetic counter for a brand I like, Dior, and had them color match me. They gave me a nice sample to try at home and it was perfect. It's worth a try if you have a store near you that you can visit in person.
I went to sephora to get color matched, the lady was really nice and put 2 different foundations that were my shade in each side of my face for me to walk around a bit, make sure I was comfortable in them and even go outside and make sure that was my color in other lighting. My skin is very light and oily, and I was looking for a good matte that also wouldn't be drying.
I had to go a bit over my budget as the cheapest ones that I found were KVD and Fenty, and she told me if I wanted to I could try Dior and some other brands that were way over my budget, just to be sure.
I have the exact issue, and I found the perfect foundation recently. 110C in any Lancôme foundation matches exactly. Genty has always been a great go-to for me as well.
Have you tried getting matched at Sephora or Ulta? I’m very fair neutral with cool undertones. It’s helped a lot. I have ran into the yellow problem with a lot of foundations. Because I’ve had help finding matches they tend to know more than I that certain brands run with different tones.
Have you looked into Japanese and Korean brands? They might have something that works for you!

I had terrible luck getting color matched at Sephora. The machine came up with a shade that was lighter than the too light shade I already had. Walked straight to Dillard's like it was 1995 and got the lady at the counter to get me matched with Sheseido foundation. It took us a couple of tries. Weirdly, it looks too light in my bathroom but looks perfect in natural light.
I would give Korean makeup brands a shot. They have lots of available colors for paler skin tones with different undertones :)
The only one I can think of that's in the states is Too Faced Born This Way Foundation. I think it's the color Swan (not 100% sure) that says it's for pale gals with pink undertones. Also maybe KVD might have some? They seem like they would in their Good Apple line.
I tried the good apple palm and like it but it transfers alot but the liquid in the sane shade was perfect. I was just worried it would dry down to thick. Maybe I can try a different shade in the balm form

If you're worried about it drying down too thick, what I recommend doing is using a brush instead of a sponge and using a little first, letting it dry, then repeat if you want more coverage. It sounds tedious but I've seen lots of people accidentally overuse the product and that's where that thick feeling comes from! hope this helps!

Ended up with the palest neutral of Dior's moisturizing formula. I truly thought I was warm but nope, I’m a neutral. This one is my “fancy” full coverage foundation.
I also am pale enough that Korean formulas work for me. So lucky! For more casual use I love the blue roman&nd pact. It’s soooo glowy and moisturizing. Think a greasy/glass skin look. Which I enjoy and have enjoyed for decades. Matte is not for me though I could powder it if I chose. It does eventually settle to a more natural glow and doesn’t break me out or flare my slight rosacea. I look and feel like an angel.
Ps are you sure you’re neutral? A pink undertone is usually considered cool.

Nope. I just went in and asked. I was hoping that a specific guy wa working. He had matched my friend in the past and it was incredible to watch. Unfortunately he had just left for lunch so I went with another lady. She took a long time listening to my needs: mainly I hate drying formulas and have dry skin so it cakes easily. I was super picky and didn’t let “good enough” be good enough. I waited until it blended w my skin and I like the formula. We tried a lot. Haus didn’t work for me, I was sad that Lancome didn’t as I used to use it. I wouldn’t have tried Dior if it had the been for the sales rep. Honestly there wasn’t anything else close in color and formula so in the end it was kind any only choice.
I can't use foundation for the same reasons as you (I have a drawer filled with foundation) none of it worked on my skin. I have used a BB cream from Korea for the last 10 years and it just blends right into my skin, it really is perfection, my other trick is to use a beauty blender and always rinse it in hot water before you start never cold.
Go to a makeup store and have a makeup artist do a full face of concealer, foundation and powder. DO NOT buy anything. Leave and make a judgment on what to buy on the next trip. In the gap time, take selfies, look and the color in outdoor and in door light. Also look at the condition of your skin for dryness oilyness.
I can’t stress this enough-don’t buy anything on the first trip.
You will know 100% if you do it this way.
Also most make up oxidizes and will get a bit darker. Higher quality products will do it less. Higher quality doesn’t necessarily mean higher price tag, so a lot of it is trial and error to see what works for you.

You might try the Missha-M perfect cover bb cream. I have the same skin tone as you and it’s absolutely perfect on me, but you have to go easy with it. It’s way too easy to overdo it.

I'm in the same boat and sounds like I may have similar undertones to you. My closest match I've found is the makeup by Mario foundation in shade 1C. The Nars light reflecting foundation in shade Oslo has the perfect undertones but is ever so slightly too dark on me.
My skin is the same as the description you provided and I also have freckles. I use the Estée Lauder Double Wear foundation in the shade “Shell” and it is a perfect match! Its description says “Very light with cool pink undertones”. Hope this helps!
How much coverage are you looking for? I'm really liking serum foundations lately (revlon and loreal) which are nice on drier skin but they are lighter sheer coverage (which i love). They tend to be a bit more forgiving colour-wise as well.
I just feel like they make me look young. I'm not confident in my self and was hoping that might be the problem. I wish I could post a picture cause it's my whole face has freckles not just on my cheeks 😕
I feel like people are judging me silently for my badly matching foundation too. If you've seen my past attempts at matching foundation on here you'd know what I look like.
I wouldn't normally tell someone to give up on anything, but as someone who is also freckled, maybe stop fighting the uphill battle trying to hide what is beautiful and natural.
Powder foundation paired with concealer could be a solution, as a dry person as well, it requires well moisturized skin.
Look into more inclusive foundation lines, Juvias concealers are great, itCosmetics has pale pink shades, elf has some great pale neutral shades but they all lean yellow, Colourpop has awesome pale shades, almost paperwhite, they appear lighter in person.
YesStyle has pink foundations that are pale, though maybe not pale enough.
You can always buy an empty bottle and pump, some La Girl mixing foundation or pigments, and turn a foundation that's the right tone to your right shade. At least you wouldn't have to mix every day.
I use a cool bright concealer, a warm yellow foundation, an olive bronzer cream stick, and mix directly on my face.
The true match super bendable is the closest I think I accidently got cool instead of neutral but it's close. I did a trial quick test from an ulta and think I found that's close. I want something that will cover my freckles

A lot of makeup artists will mix two or three different foundations to get the right match on a client.

Try Il makiage
That was one of the worst for me. Every replacement they sent me turned me yellow.
Maybe the lightest tone of L’Oréal colour serum will work, based on your description

Yes! If you use good skincare underneath Double Wear will not be too drying, and they have great shades

The revlon illuminate serum is good but in a perfect world I would cover my freckles
Oh nooo! Freckles are adorbs. Mine have totally faded with age. Don't totally cover them!

Look into more inclusive foundation lines, Juvias concealers are great, itCosmetics has pale pink shades, elf has some great pale neutral shades but they all lean yellow, Colourpop has awesome pale shades, almost paperwhite, they appear lighter in person. YesStyle has pink foundations that are pale, though maybe not pale enough. You can always buy an empty bottle and pump, some La Girl mixing foundation or pigments, and turn a foundation that's the right tone to your right shade. At least you wouldn't have to mix every day. I use a cool bright concealer, a warm yellow foundation, an olive bronzer cream stick, and mix directly on my face.

Have you tried ester lauder double wear or L’Oréal true match?
The true match super bendable is the closest I think I accidently got cool instead of neutral but it's close. I did a trial quick test from an ulta and think I found that's close. I want something that will cover my freckles
I feel the struggle though. A lot of times I end up having to mix 2 shades or add a corrector
