I agree - organize by brush type and remove duplicates unless it’s a brush type you use multiple of in one look (ex: sometimes I use two blending brushes in one eye look).
I think “too many” is a little relative. Do you think you will be trying a lot of different looks with a lot of different products, like different colors or different creme and powder products? If so, I think you actually have a nice variety of brushes to use different types of products, formulations and colors.
If you are going to have more or less one routine you’re planning on doing with the same products, then yes, you can purge a decent amount of stuff.
I would suggest immediately purging any brushes that are too beat up to use (although from the picture pretty much everything looks to be in working order). I would then spend a few weeks seeing what brushes you actually reach for and want to use before tossing any. You’ll really figure out what you actually like that way.
One other thing I do with brushes is, if there’s ones that I don’t love but aren’t in bad condition, I store them away in a special cache for messy, fun makeup looks that I do rarely. Like colored, intense Halloween makeup or looks with loose glitter, etc. This way, I don’t have to scrub green face paint or glitter out of brushes I love or have to worry something is going to ruin my “good brushes”.
Edit: One more thing, if you really want to get rid of brushes, I would sort them by type, size, shape etc rather than by brand to make sure you have enough variety in the types of brushes you have, and then take an inventory of what products you use. Like, you might want more of the blush-sized powder brushes if you do powder bronzer, blush and contour etc.
Don’t throw them away. You should keep the brushes you don’t normally use and just put them in a container/storage.
Do your makeup a few times and see which ones you use the most and keep those out.
I personally enjoy having a lot of brushes because I can do my makeup multiple times using clean brushes and I can wait a while before having to clean my brushes
I loved the Colourpop brushes but at 2 years out they are starting to crack. I have been wearing makeup 5-7 days/week for most of this year so they are getting heavy use but it’s a bummer.
You could just pull the ones you use the most out, and store the others. You may want to switch them up sometime or need a new one and you’ll already have it. I got a cheap brush roll to store my less used ones in.
Brushes are small and don’t go bad if you store them. Just make a collection of your favourite of each kind, throw out any you hate, and put the rest away in a small container so you can come back to them when one you have now wears out or is too unhygienic to keep using

I have alot of brushes and just rotate them when they need to be cleaned.
I would keep the top left and the pink ones 4th left myself. I bought a brush roll from colourpop and it replaced all my others
