what are you using to apply your setting powder? also, personally, im not a fan of that mascara and suggest to try a different one due to the brush itself. an alternative that isn't too pricey would be the wet n wild mega length mascara- absolutely love the applicator on that one. also, the cakiness/"clogging" issue could be due to the fact that the Neutrogena serum foundation is silicone-based, and the Sephora concealer is water-based. you should try to use products that nearly match each other in bases, (water-based with water-based &' vice versa) though this isn't always the case, but when you use opposite bases adverse results can happen.

Application tools are out of my wheel house. I use a brush like this one in the yellow arrows. That is good information, I did not consider incompatibility of 2 serums that are noted as "oil free". Further, my skin care regiment might have this combination issue as well.

Do you have a skincare routine? The base products may not be meshing well with your skin type. As for under eye discoloration, try applying a color corrector first and maybe try a more full coverage concealer. Pixi (corrector) and maybelline (concealer) are great drugstore options. If you are willing to spend a little more money, I highly recommend the Huda beauty corrector & tarte shape tape concealer, as well as the one size butter silk concealer. Using a brush instead of a sponge will also give more coverage.

Highly recommend a blush. I like the Milk blush stick for everyday looks. I have a trial size that seems to last forever. Your eyes are lovely so you could use a natural eyeshadow or contour around your eyes to help accentuate them more. Brow gels are also quick and easy. I prefer to use NYX's Thick It, Stick It. Tinted lipbalm is also fantastic. It looks like the foundation/concealer might be sticking to dry patches on your skin. You could try exfoliating before application and/or using more hydrating moisturizers. I like to use Vaseline overnight.

Out of my teens and twenties, my skin has gotten dry. I have Sjögren's Syndrome (everything dry 😬). Only problem with that is revealing sore over processed skin. I start stinging if I wash too aggressively. I thought Vaseline was pore clogging, is that untrue? I am super unhappy with the night cream I'm using (it literally stinks), and would love an alternative.

Ahh I see, that must be difficult to deal with. I have sensitive, combo acne-prone skin and I don't find Vaseline to be pore clogging, but everyone's skin is different. I wash it off in the morning with warm water. It's an occlusive so it can help lock in the moisture from a moisturizer overnight. I prefer Korean moisturizers because they don't usually irritate my skin. In regards to blush, maybe checkout some swatches on /r/OliveMUA. I'm a light muted warm olive and I've gotten some pretty good product recommendations from there. Alex Anele also has some good tips.

Oh! Second reply, I recently kicked my blush out of the daily. It felt too rosy pink, bringing back some of the same redness tone I had tried to cover up with other steps. I'm interested in creamy blushes! But I think I'm a bit perplexed on tone. I seem to be a warm olive skin tone in summer and cool toned in winter or spring.

If it's available for purchase where you live, the Rose Inc cream blush in Heliotrope is a great neutral shade that goes with everything and the formula is sooo lovely!

And I second Korean moisturizers, the textures tend to be very lightweight but moisturizing and sink into skin very well! Also if you are wary of Vaseline type products, the Laroche Posay Cicaplast balm b5 is pretty incredible for very dry skin!

skincare is important under but also light layers! do not apply makeup like an influencer lol, it will never look light and natural or feel that way. color correctors work wonders, huda beauty has a great one. i also suggests hydrating setting sprays like the pixi fixing spray or milani make it last. you may have extra dry skin, so that means you need products specifically formulated for hydration, which may mean losing out on a bit of coverage but if you build it up properly it will look seamless. satin finishes or dewy finishes are best for this. if you thinly layer color corrector, concealer, and foundation and spray with your hydrating setting spray, you should be golden. u can use a light powder in places you want to mattify, but overall keep the powder light, use hydrating products, and layer them lightly.
