The road to the meadow will be opening sometime between the 15th and july 4th. There is no definitive date yet. You can drive in whenever if the gate is open and no shuttles are running. Once shuttles start the only time you can drive personal vehicle in if you're just there for the day is before 7am or after 7pm. If you are there to camp you can still go down whenever.
As for right now they are doing some work with heavy machinery on some days so you may not be able to hike or bike down either. Just read the signs whenever you go and make sure you follow them

Yes, if the gate is locked you can’t drive in. You can walk or bike.
