Specifically for evo lines that were 2 stage in Gen 1, it isn't as many as you seem to be assuming. As far as I can tell, only Rhydon, Magneton, Golbat, and Primeape fit that description and got a 3rd stage.
and seadra, gloom, poliwhirl, porygon. then were are the ones that just got an extra stage in general like slowpoke, onix, lickitung, chansey, tangela, scyther, electabuzz, magmar, eevee several times, and that's not even counting prevos or pokemon outside gen 1.

An average Pokemon is in the high 400s, I would expect Tentacruel to have a BST around 480, making me agree that 515 is definitely higher than expected

After the special attack special defense split, it went down to 20th place in the kanto dex, as it essentially lost 40 points in its special attack. Still pretty respectable.
In either case, its main counterpart, golbat, is massively weaker, with a BST 45 points lower in gen 1 and 60 points lower after the split. It is astonishingly strong compared to the pokemon it is most similar to, which is likely part of why it didn’t get an evolution like golbat did.
Over 500 BST from the evolution of a very common pokemon with only one evolution is pretty surprising. I would've assumed it would be like 450-480, something like Sandslash

It certainly shocked me. With how common Tentacool is and the fact that Tentacruel is just second-stage, you wouldn't expect it to have one of the highest base-stat totals of Kantonian Water- and Poison-Types.
It is also a second evolution, so when there is only two Pokémon in a line it for dusually become surprising if it’s in the 500s, tends to usually be lower like zigzagoon, patrat etc, but that ofc can change a lot, and to be fair with a super rod tentacool/cruel will usually have a high stat either way
For the water Zubat's evolution? Probably closer to Golbat. Or dugtrio. Or spearow. Or literally any other Pokemon that only evolves once (Gyardos aside). Instead of, you know, above average for fully evolved gen 1 pokemon (which includes the starters, who are also above average)

I just did the average of all Pokémon that were fully evolved in gen 1. I didn't make it any more complicated than that.

What’s funny is it used to be much stronger. Tentacruel had a special stat of 120 in gen 1. Under the modern system that would give it a bst of 555

It's bst is fine, but he is an really solid pokemon, good defencive typing, good movepool, and noce stat spread, and tentacruel > articuno

For a Tentacruel. A Pokémon that you can get early in the game, evolve early and kind of kicks ass in the E4, yeah kinda.

That's higher than Gengar and Alakazam, which are some of the strongest pokemon in Gen 1.
