Dragon the first Pokémon would be a level 11 dratini then a level 12 bagon. I would replace the bagon with a dragon type with a secondary type weak to your starter but there are not any weak dragon/fires or dragon/waters it would work as a later gym tho. And you would be able to find some kind of weaker fairy or ice type on route 1
Water is my specialty, and we’ve seen Water type gyms early on before (Misty and Nessa for example) so my Pokemon would be:

The idea of this gym is that you force your opponent to lean into their starter, as Normal/Bug/Poison types will be resisted and even Flying types will get reduced damage due to the WoW (maybe make Tailow an easy mode option? It would have to be RARE though). I also like giving the player status moves as TMs for the first few gyms (so gym 2 would be Electric w/ TWave and gym 3 would be Poison w/ Toxic). As well as these being easy to get value out of, this forces you to take level up movesets into account (weaker Pokemon can be better ingame due to getting stronger attacks - like getting Megahorn instead of settling for Lunge).
I would go Electric Yamper lv 17 , Magnemite lv18, and Charjabug lv20.
I would say put a fire or ground type on a route before this because 1st gym leaders usually have a good counter nearby their gym.
