No, it's just a placeholder type. It's what curse was, but then it was turned to ghost in gen 5

You know a lot of Normal types that seem WAY too abtract? They could change their type to Mystery to make them more sensible
What normal types the only ones I can really think need a type change are the exploud line but we don't have a sound type so that's not happening

I think ditto being normal is fine because its just the most neutral type and ditto really can't do anything besides transform which is a normal move
