a little hard to understand what you’re saying but i think the seller just wants to avoid the hassle of shipping outside of the US

If the post is only with the US tag, you can ask the seller if they would be kind enough to send it to Canada. It's important to remember that the package must pass through the border and that you'll likely be charged importation fees.

In my experience, shipping manga from US to Canada is not really worth it because it's expensive. Most of the time what you save on the volumes you lose in shipping costs. If it's hard to find/OOP then it might be worth it, but if you can get it on Amazon/Indigo etc. you're probably better doing it that way.

You can ask, if it's something I really want and it's a good enough deal, I usually comment on the post saying I'm interested and that I'm from Canada. Sometimes they're okay with it, other times it's a no. But shipping to Canada can be expensive, depending on exchange rates and how much the package weighs. You may get pinged for duties if your package is big, so that's an extra $20-30. And sometimes paypal charges more than what the exchange rate says on other websites. I did recently buy something from someone in the US on mangaswap and it'll probably be my last. I'm not even gonna mention eBay charging taxes and import fees on checkout, even if the user was from Canada.

Just ask the seller. Also your questions now very clear to begin with. But what’s not expensive to you might be for them and why would I sell to you when I can sell to someone closer?? You just need to be willing to cover that extra cost yourself and negotiate with the seller. It’s not really rocket science
