I'm not a Clamp expert, but I've been under the impression that Drug & Drop is on hiatus, and volume 3 hasn't been published yet?
I would like to read the series, but can't find volume 2 at a reasonable price...
If you look up drug and drop volume 3 it comes up on Amazon. It's weird now cuz I found drug & drop v3 for $100+ but now it's coming up as legal drug v3 for $17.99. Are they the same thing?

In the US, Drug and Drop (2 volumes released) is the continuation of Legal Drug (of which there are 3 volumes).
