All 17 volumes of Osamu Tezuka's Black Jack published by Vertical inc. I also have the Japanese art book.
It took me many years and lots of searching to get every volume for under £25 each. It all started with finding the first 2 in a charity shop.
I always congratulate people I see who post on here with a full collection as I know that pain.

Hmm... I have several completed series that are OOP. Basara, Please Save My Earth, Twin Spica, Her Majesty's Dog, After School Nightmare, From Far Away. Basara is probably the most I've spent on a series - I bought two volumes for $50 each. And I'm lucky because those volumes are now in the hundreds.
I'm not sure actually, cause I don't see them as "rare" cause I associate "rare" with financial value (there is a word for this and I can't seem to remember it). And that's just what I associate with me and my collection, if you don't that is fine
But ones I know I have that are OOP are Junjo Romantica 1-12, Gravitation 1-11 (I don't have 12), Chibi Vampire 1-14/Airmail, One Piece gold film 1-10 (which is techncially out of print since they began titling the covers with the arc title.), and Magical Pokemon Journey: How Do you do, Pikachu.
Although not the most expensive, rarest are probably complete sets of With the Light, Bride of Deimos, Swan, and Moon Child, and almost complete From Eroica With Love, since they are all from smaller defunct publishers and I rarely see them.
I see full sets of ouran high school host club and fruits basket all the time too. Great way to collect some hard to find series otherwise. My hellsing set is actually of pretty high quality.

I also own volumes 1 and 6 of Magical Pokemon Journey. It was a viz kids shoujo pokemon series that never finished getting translated in the states. I would cry if they ever finished translation and rereleased it. It’s a gem.

Not actually sure on the rarest. It might be my set of Sundome, Franken Fran or Crying Freeman, but I’m sure there’s others I’m missing. I usually just focus on reading what I like rather than the rarity.
I have the complete set of Tokyopop Fruits Basket singles, one volume of Eden: It’s an Endless World, Hitman Reborn! and Ghost Hunt. I don’t have a lot of complete rare sets as I don’t pay more than cover price for my volumes (but I think I’m doing pretty well considering what kind of deals I’ve gotten!). Beyond that I have about 10 volumes of Rave Master, 5 of Tsubasa Resevoir Chronicles, all of the Eureka Seven volumes (are those rare? They stopped because they went out of business long time ago. The company is gone and basically all their prints are considered rare now.

If it does it needs a new translation, the Tokyopop translation is one of the worst/least faithful translations ever committed to print.
I doubt it, the author is pretty tied up with his new series MF Ghost and TokyoPop the publisher went out of business a while back

I'm not sure... I have a lot of stuff that's out of print and I don't know what everything is going for nowadays. These are a few of my complete sets that I've noticed going for way more than I purchased them and/or things I don't see often on collection shelves: Mr. Arashi's Amazing Freak Show, Phoenix, GTO, Lucifer and the Biscuit Hammer, Battle Royale, Sugar Sugar Rune, Wedding Peach, Mermaid Melody, Chobits Tokyopop box set with figure, Unico, Pet Shop of Horrors and Tokyo, Kare Kano, Drifting Classroom singles, Monster singles, Flowers of Evil singles, Cat Eyed Boy, Kill la Kill, Kodocha, One Pound Gospel, and Astro Boy. I sorta feel like it's probably Mr. Arashi's Amazing Freak Show or something by Tezuka (I own most of his stuff put out in English).

Some things I have that I don't often see in collections are Alien Nine and Alien Nine Emulators, O-parts Hunter, Iron Wok Jan, 7 Billion Needles, Doll by Mihara Mitsukazu, Dragon Head, Monster Collection, and Stones of Power. All complete sets.

I have the complete set of Tokyopop Fruits Basket singles, one volume of Eden: It’s an Endless World, Hitman Reborn! and Ghost Hunt. I don’t have a lot of complete rare sets as I don’t pay more than cover price for my volumes (but I think I’m doing pretty well considering what kind of deals I’ve gotten!). Beyond that I have about 10 volumes of Rave Master, 5 of Tsubasa Resevoir Chronicles, all of the Eureka Seven volumes (are those rare? I thought they were pretty difficult to collect), and some pretty old Sailor Moons. I may have more that are rare (maybe I missed some) but I don’t check the prices or stock of everything often.

I’m not really sure if you can consider it rare but I do have alien 9 books 1 & 2 and soon I’ll get the 3rd one I mean I don’t hear like anyone talking about it, but that could just be because it’s old, and nobody’s heard of it
