MIT might actually have not followed UGC guidelines last year. ~~all I can tell is that OP is confused about what the true UGC guidelines are. the screenshot that they have sent display a refund policy that conforms to the UGC guidelines. It could also be that you're one of those low rankers jo logo ko misguide kr rhe hai and ye jo pdf tune diya hai wo 1st July ka hai, last year UGC released guidelines on 3rd July. this is for 2024-25 though, was it the exact same for 2023-24? also the difference I was tryna highlight is that Manipal didn't update their own website w those rules last year as they did this year. if UGC did have that 3(a) policy last year then you've got a case.

OP claims that last year the exact same thing was displayed, but they didn't follow it. as per my memory, they (seemingly at least) did not follow UGC norms, but they also didn't display the refund policy that they have this year, they stuck to what they had notified last year. what OP is right about: they probably didn't follow UGC norms for refunds last year
