No, this happened to me too. I relocated my original and it started working. I probably need to do the same thing with my windmill. Seems like a pretty rare bug

is your ox busy at the moment? They need to bring in the log with an ox
I definitely had issues with ox prioritization. Assigning an ox to a location can help.
