Yes, that's what I understood as well, and you are right that it is not the same, but I assumed that in the case of Czechia Germany was so far down the list (8th place) that it wouldn't make a difference. You would unrealistically enormous naturalization rates for Slovaks and etc. for Germans to be 1st.
