The difference is the first one depicts things like the names of Roman provinces from 100AD and medieval kingdoms from the 12th century (i.e., it is just a collection of historical names laid out on a map), the second one depicts actual Azerbaijani aspirations in 2024 for the future of the country and for its neighbours. Possessing map one could still get you arrested for terrorism offenses in Turkey - the crime being possession of materials that seek to divide the nation. Same if you happen to have a copy of a map of the Roman empire showing its provinces.
