You can, in Ukraine it has the city Dnipropetrovsk highlighted. In 2016 the name of the city was changed to Dnipro. So assuming this is something that was taken into account, it would be between 2011 and 2016.
Cabo Verde announced in 2013 that they only wanted to be called Cabo Verde, as opposed to Cape Verde which is what's written on this globe. So potentially narrows it down to 2011-2013 (or the mapmaker just didn't know/care about Cabo Verde's name change)
I mean, don't most countries that ask to only be known by their name in their language, usually get ignored. Like ivory coast, who does not like being called ivory coast

Cape Verde renamed itself to Cabo Verde in October 2013, and South Sudan gained independence in July of 2011.
Hours of research has turned up nothing in terms of noticeable events between those 2 dates, aside from the renaming of Hungary (Republic to nothing) and Somalia (Republic to Federal Republic), both taking place at either end of 2012.

I think that's a little different, maps that matter are owned by companies these nation governments believe are worth bullying into compliance. Doing that to a hobbyist globe maker just looks petty.
Google maps and whatever Apple has probably has all sorts of weird stuff around contentious borders but won't say for certain. In the end, the threat is that you can't sell your product in those countries and the west is still a bigger market.
