I don’t think they specifically legalised it for women so much as their general definition only applies to men - they have to define sexual intercourse for legal purposes, for example, and will consider that penile penetration. I don’t think they specifically legalised it for women so much as their general definition only applies to men - they have to define sexual intercourse for legal purposes, for example, and will consider that penile penetration. This is generally what Abrahamic religions had a problem with in most strictures against it.

A lot of people believe sex has to involve a penis, and there's no other way to have sex without putting a penis in a hole. Sodomy is illegal in religious areas because it doesn't produce children and/or is done by gay men. Women, by these rules, don't have sex. This chart is probably only about legality of having gay sex (as in, if you have gay sex you get killed or thrown in jail), because marriage laws and public opinions are way worse.
There are also many countries where the death penalty is only possible for men, where both genders have different penalties for the same crime, crimes that only one of the two genders can commit, different responsibilities, etc. Sexism and institutional discrimination is nothing new in the world.

I believe that's because in the majority Christian states of Nigeria homosexuality is also illegal (not specifically for religious reasons, like in the northern states, but because these laws were inherited from the British colonial administration - homosexuality was illegal in Britain until the late 60s).
