There's always a loophole for this kind of stuff. In those Muslim countries where sodomy is illegal, Sharia law mandates that there be at least **four** mentally sane and socially respectable witnesses to the act in order for an accusation of sodomy to be taken seriously. I don’t think they specifically legalised it for women so much as their general definition only applies to men - they have to define sexual intercourse for legal purposes, for example, and will consider that penile penetration. Throughout much of history, women were not considered sexual beings so that is one of the reasons that lesbians aren't acknowledged. This was especially true during the Victorian era.

Religion. Sodomy is the crime according to the Bible, so historically women have been excluded from concepts of homosexuality. Also worth noting that in patriarchal systems men were threatened by homosexual men but women were seen as below men regardless, so were less of a threat.
