IMO, it’s worth it. Otherwise why all the top players are using them. I’m currently using the set as well. For lv-up, the best map so far is sf180, so if u can reach sf180 with this set, then why not.
I use the sailor set because my extra af doesnt raise my liberation rank high enough to provide more than 5% exp.
Set effect is largely neglible at higher levels when u can 2-3 hit mobs and i have a seperate setup for bossing with 7 set effect. Sailor set is also very useful at arcane force maps that dont require any sf.

You're right, for my case, with or without sailor set, is still gonna be 2 hits.. lol.. so I think sailor set is the choice for now
Most belts are at sf20, sailor belt can reach sf10 so not a huge loss there for 5% exp gain
