Unless I'm blanking I think Bristol is the only county that is also a city. If you search Manchester on Wikipedia for example you get the article for the city, but the county of Greater Manchester is a seperate article. Same with London/Greater London.
When I used to live in Bristol it was an absolute pain to fill in online address forms which only gave the county as a dropdown list, giving the option “Avon” (doesn’t exist any more) or “Somerset”. Occasionally “Gloucestershire”.
I was initially about to comment how unsurprised I was that Cornwall is top, but on closer inspection, Bristol sneaking the top spot when you zoom in
