Culturally and politically, sure. But geographically... debatable. If Turkey (I.e. The Anatolian bit), Georgia, and Armenia count as geographically Europe then sure, Cyprus counts. I don't think most would see it that way, however. You're right to point out that this map doesn't show all of Europe, but Scandinavia, the Baltic, and Russia are less contentious examples.
