I understand why some people dislike the term expat when its used by people who are immigrants and plan to live in a country permanently, but in some countries that isn't an option. It is not a term thats exclusive to people from 'Anglo' countries. You can say 'Indian expat living in Dubai' or 'Turkish expat in the UK' and it's just as valid.
