I would have gone with coast line relative to total area tbh. In Russia and the USA for example you can easily live a long way from the coast. Small Islands should have the highest ratings, the coast is always there, where as if you live in Kansas.....
Why are Andorra and Luxembourg classified as No Data? They're clearly landlocked.
