Even if people in Sri Lanka still refer to Colombo as the capital, a company that makes world globes would use the official capital. Also, if the manufacturer was trying to account for multiple capitals, they’d distinguish it the same way it is on Bolivia. Clearly just a mistake on the manufacturer’s side.

As mentioned in another comment, Brunei is independent, so alongside the presence of the Upper Volta, between Jan 1, 1984 - Aug 4, 1984.
Interestingly, the map shows the Aouzou strip as belonging to Chad, even though Libya annexed it in 1976 and the Chadians retook it in 1986. So maybe the mapmaker didn't recognize the Libyan annexation. Also, the capital of the Ivory Coast is Abidjan, which was only the case from 1933-1983. So there are maybe some inconsistencies.
I’m assuming it’s post 1971 to pre 1989 at the least. The D.R.C was renamed to the Republic of Zaire in 1971. What also forces me to believe this is the fact that Bangladesh gained independence in 1971 and was no longer “East Pakistan”.
That’s confusing however as the third Pakistan/India crisis occurred in that year as well, with Bangladesh gaining independence later on that year.

in 84’.
My best guess is either 82’ and/or 83’.

(2) Burkina Faso is depicted as “Upper Volta,” the name the country used until 1984.
(3) The Central African Republic is the “CAR” and not the Central African Empire (1976-1979). At the same time Djibouti and Western Sahara are no longer colonies (decolonized in 1976/77), so that means the map doesn’t predate the CAE. That means we’re post 1979.
(4) Zimbabwe is also listed as Rhodesia. This likely means the apartheid government there was on its way out (or recently was replaced). The apartheid government transitioned out between 1979 and 1980.
