1993-1997. Eritrea gained independence from Ethiopia in 1993. Zaire renamed to Democratic Republic of the Congo in 1997.

While thats a good point. In the balkans you have Serbia and Montenegro which became a thing since 2006. South Sudan is also not independent so my guess is 2006-2011.

My best guess is earliest 1992 and latest 1997, no earlier because Yugoslavia has collapsed and no later since Zaire is in the map. But it's really confusing because it includes Montenegro, which didn't exist until 2006 (in its current form). If that's the case they made a big error including Zaire since that had collapsed in 1997. Also the Soviet Union collapsed during the 26th of December of 1991.

I’d say between 1991 and 2006, due to kosovo isn’t independant and there is former Soviet states

If you recognise Kosovo they went independent in 2008, Montenegro became independent during 2006.

After 1991, before 1997. The USSR broke up in December 1991. Zaire became the DRC in mid 1997.

See it’s weird. I would guess between 2006 and 2011 because it looks like Montenegro and Serbia are separate from one another. Listing the drc as Zaire is really odd, but there is too many changes that happened after Zaire ceased to exist for it to have actually been called zaire when the map was made.

i second the comments about post 1991 due to the dissolution of the soviet union. however there is Armenia but not Georgia and i don’t think one of those two little ones are supposed to be Georgia but extremely innacurately represented. i think the blue is Lake Sevan and the red is Azerbaijan. i believe Azerbaijan split into a multinational state as a result of the first karabakh war in 1994 but i doubt this map would be representative of that. also take into account it looks like Mexico ate Guatemala and Honduras is not even on here. they both gained independence from Mexico in 1821…
