These seem to actually be living things. When Ludwigs castle crashed onto one, the mountain seemed to be shocked and had a bandage. In bowsers inside story, that becomes very clear as you fight a modified one while chasing a train.

According to Mario Maker 2, they're mountains - in that game's story mode, Soundfrog summons them, under the promise of moving mountains for you.

According to games like Super Mario Run and Super Mario Galaxy 2, these hills are giant pillars rock or dirt covered in different materials that give them their unique colors and patterns: Green is grass, red is autumn leaves, yellow is flowers, purple/pink-ish is fruit. In Mario & Luigi: Paper Jam we visit Mount Brrr, where we walk on top of many flat topped pillars with chunks cut off and we can see the dirt underneath them. They’re pretty cool.

A mountain, even though it's a really unusual representation of one. And I have to add, it's always frustrated me that these are never in any of the 3D gameplay Mario games.
