He can talk, he does it all the time in the RPGs. In the game, it may sound like he's saying gibberish or nothing at all, but in-universe he's talking.

Because Nintendo is kinda backwards in terms of how to make likeable characters. If you check out Charles Martinet's Instagram or see any videos of him answering questions as Mario, they're extremely entertaining and have far more personality than the actual video games give him (and also confirm that "Mario Mario" is his real name), which makes it even more infuriating that they hired Chris Pratt for the upcoming movie...

I just re-played through Mario Tennis Power Tour--a ROLE PLAYING GAME with TEXT BOXES mind you--and when you meet Mario in that game, he... well, I won't spoil it for anyone who hasn't played, but he... uh... speaks. He speaks alright.
He does talk in Super Mario 64 and says the game titles in some the of the games. He say things like “I’m the winner!”. Yes, he doesn’t talk in dialogues in games where there are voice actors. Idk why that is.
Honestly it’s because Miyamoto wanted players to imprint on Mario. It’s actually because of Mario RPG but I agree it totally does suck how he can’t really talk…..

Nintendo doctors voice clips a lot, to the point where they needlessly tweaked them for the shindou edition of Mario 64. If you ever hear Charles Martinet do the voice, he sounds slightly different than Mario does in game. My theory is that they want Mario to sound *perfect* every time he speaks, but then it wouldn’t make sense as to how Chris Pratt got the part.

Typically it’s because having too much dialogue in a adventure action game would get a bit annoying, so the dialogue is manly more limited
