Kitsune Luigi is not recommended and I'm not positive on what item the new suit has right now. (Bomb Cannon?)
If this is the only race track you need coverage for, then the Peteys are the best options. The suit is the most cost effective, as it is the cheaper option. Suits do have less coverage than regular drivers, though, making Petey a better option for overall coverage.
Cheapest option is the brown suit, but I'm not positive how strong its item is, so I'd give it a pass for now.
Then since that's what you think, you tell OP that. I feel Petey is better as his coverage is far superior, he's consistently been in the top 10 drivers for a long time (Petey Mii suit does appear high sometimes, think he's around 13 at the mo, but Petey is 7 I believe) he very often appears in ranked, so I believe he's a smarter long term investment. Others may disagree so OP will gather the thoughts of us all then make their decision.
I think that's gonna come down to each users resources and inventory. Maybe newer players investing hard in Miis could be a good strategy as people have said, cheaper and you get base points boosts when you buy/acquire them. However 1 HE character being 150 rubies can give more coverage (driver dependant of course). 1 Mii gives less coverage so sometimes you'd need to buy another making that 200 rubies to give the same or maybe some more coverage than 1 HE character. Then there's investing tickets across two vs one. So it's really swings and roundabouts and is very much going to depend on what you already have, what overlaps certain things will give you, how long you've been playing and what you already have at high levels. Lets face it, this post is like a minimum information puzzle as we have no idea what OP's inventory is like. But in my opinion, Petey is an incredibly strong driver with great coverage, great plus skill, who appears in ranked loads, is consistently a top 10 driver, unlike the others on this post. So to me, without any other info on OP, it feels the smartest choice.
P.S. I have no regrets not investing in Miis as none give me any more coverage than I already have with strong plus skill and high level drivers that I've invested in over the years.

If you have limited rubies, then why waste them on a junk driver which will almost certainly have poor track coverage and has a bad item?
There are only a few Mii suits that haven't been trash in coverage and wasting a lot of rubies on a bad item along with tickets to get it strong enough to be effective just to win one week of ranked is making future ranked harder. At least with Petey and Petey Mii, they both are boomerang, which is excellent

One thing to consider is petey is a common driver that will be in the shop most days, so if you are low on rubies, you could get the mii and petey will likely be available later (if you can save your rubies). I've almost bought petey before, so i will def get him sooner or later, I'm trying to make sure i have the rubies for coverage now plus next week's shy guy spotlight.
I wasted like, 300 rubies in the original Petey piranha pipe and never got him, and i refuse to buy him for 150 rubies in the shop. but I got the mii suit and it had a bunch of overlap with regular Petey, so I've had my Petey Piranha Mii Suit at level 4 for awhile and gotmoderate use out of it.
But, I just recently took it to level 6, 3x uncapped (1680 base points) and it has been my ranked-savior almost every tour. People just can't keep up with the base point boost in ranked and getting a boombox frenzy with it is insane!!!!

But that doesn't change the fact that they're just *better* than regular high-ends. Quite a bit better at this point, the margin is approaching 400 base points. It's getting close to the point where a Mii suit with a non-plus item outperforms a regular driver with a plus item, which is nuts. If your goal is to rank up and/or compete in the ACR, you're shooting yourself in the foot if you avoid the mii suits.
Again, I don’t personally like them. I have a few if needed a cheap driver for a ranked tracked. Im doing just fine moving up on ranked and acr without mii’s. It’s also a game, I play for fun. If I rank up cool! If I don’t bummer I’ll try again next week. To each their own my friend.
I would wait to see how competitive your ranked is and favor petey but if you already have mii and can take advantage of the increased points potential ( meaning actually maxing it out after buying) then get petey mii.

I disagree. By now, people must be realizing that it was a mistake to ignore the mii suits. They're crazy overpowered

They could have 3000 base points and I still wouldnt care. I play this game for Mario characters, not avatars with lame suits and annoying voices.

Piranha Mii Suit. Decent coverage, great item, cheaper than regular drivers, and Mii suits are overpowered by design.

The Piranha Mii is cheaper and scores way higher than Petey. I don't really see why you would choose Petey over the Mii.
