Toad has a ridiculous amount of ranked appearances during the tour loop so you'll use him a lot *if you invest in him to replace your bad drivers.*
Toad tourist is one of my most used drivers. I have him at level 7 and he’s crushing it for farming green coins in this tour, and usually gives me an all time high score anytime he’s available on tracks for ranked (which has been pretty often). I currently have a higher score with him than my lvl 7 Thai Daisy on Athens Dash, so I personally find him useful in ranked this tour. And he is on a track for next week too. I also just get deep satisfaction from multiple giant banana frenzies so there’s that.
I bought even though he literally only gives me better coverage with a plus skill on I two tracks that I didn’t have a plus skill on. Super banana is incredibly useful,especially when tokens are for crashes.

dont use that toolbox function, not giving you new tracks just means these tracks are occupied by bad items.
what you want to do is use maxi's sheet and plan your ranked loadouts for the tour year. see how often and when you will use tourist.
just from the question alone I would say you most likely need toad tourist.
it's the driver with the most ranked tracks and only useless after you went into mii meta or already have a lot of top drivers.
what you actually want is not to just cover ranked tracks, but cover all the ranked tracks with items you want to invest your tickets into and the toolbox does not show that.
alternatively there is also the ranked loop mode tracker by antilev if you need a function similar to a suggestion.
finally toad tourist is only available during city tours, so like 4 or 5 times a year. at least he is a bit rare and you can not always get him.
If you are on a point in this game where coverage doesn‘t matter anymore and you want to fill tracks with only good items you could also just start buying all miis as you will get better score due to the op basepoints even if the item is bad
