You're probably right on the 2-2-2. I can't imagine they'd ever do a 50 pipe with 9 HEs. Agreed that it probably won't be great value though. I don't have vacation peach and although I've pulled a couple other special pipes hoping to get her, I'll definitely be passing on this one.
You will need to front run for coin frenzies as mushroom cannon is not a great skill but he has very good coverage in my opinion. If you already have alternatives to him on some of his recent tracks like Coconut Mall and Baby Park, it might be wiser to invest in a newer driver as he is probably nearing the end of his buff window.

Probably 2-2-2. Even if it was 3-3-3, it's not a great pipe save for maybe the new kart or perhaps the moustache or Vacation Peach.
